This post is to provide clarification regarding the State’s HPRP Request for Application “Local Approval” section. CoC’s should only provide one letter of support to one HPRP application in your area. If your group receives more then one application it is the responsibility of the CoC committee to communicate with the applicants and assist them to work to submit the strongest application from your area. Remember the State is only going to fund one HPRP application per community/region and part of the State’s review process will be the letter of support from CoC’s.
It is acceptable for there to be applications from single counties within a Regional CoC. For example, the Piedmont region has 5 counties. It is ok for one of those counties to submit a solo-county application, and for there to be a separate application for one or more of the remaining 4 counties.
Many BoS communities have strong Regional CoC groups that meet regularly and should be able to form an HPRP review committee comprised of members who would not have a conflict of interest in the application. If a Regional CoC is unable to review the HPRP applications due to conflict of interest or lack of membership or if there is no Regional CoC presence in a community then the BoS subcommittee will review those HPRP applications. The State has created a document that CoC groups should use when reviewing the HPRP applications and help them decide who to provide the letter of support.
