This year’s application for the HUD Continuum of Care Competition has been submitted. A pdf of the Exhibit One is now posted on the NCCEH website.
This year’s application was for $6,730,066 for permanent & transitional housing. This included $2,225,377 for renewal projects and $4,479,689 for new projects! Renewal awards will be announced within the next 60 days.
Many thanks to all of you for submitting information, writing exhibit two project applications, and working year-round to serve homeless individuals and families in the 79 Balance of State Counties!
Our next Steering Committee meeting will be at 10:30am on Tuesday, December 1st.

We’ve created a list of Regional Committee contact information to help you keep track of who’s who in your community! The list contains each region’s lead contact and representatives on other committees (Steering, Ranking, Scorecard, etc.) If you have any additions or corrections, please email Jennifer Olson (Jennifer.L.Olson@dhhs.nc.gov) or Nancy Holochwost (nancy@ncceh.org).
We’ve also posted the minutes from the August 4th Steering Committee meeting. Remember, you can always read the minutes from past meetings on the NCCEH website.

CoC/TYP Guide for HPRP Application Review
This post is to provide clarification regarding the State’s HPRP Request for Application “Local Approval” section. CoC’s should only provide one letter of support to one HPRP application in your area. If your group receives more then one application it is the responsibility of the CoC committee to communicate with the applicants and assist them to work to submit the strongest application from your area. Remember the State is only going to fund one HPRP application per community/region and part of the State’s review process will be the letter of support from CoC’s.
It is acceptable for there to be applications from single counties within a Regional CoC. For example, the Piedmont region has 5 counties. It is ok for one of those counties to submit a solo-county application, and for there to be a separate application for one or more of the remaining 4 counties.
Many BoS communities have strong Regional CoC groups that meet regularly and should be able to form an HPRP review committee comprised of members who would not have a conflict of interest in the application. If a Regional CoC is unable to review the HPRP applications due to conflict of interest or lack of membership or if there is no Regional CoC presence in a community then the BoS subcommittee will review those HPRP applications. Contact Jennifer Olson if you need to schedule the BoS to review an HPRP application. If you plan to review applications at the local level, please let Jennifer know which applications are coming before your local review committee.
The State has created a document that CoC groups should use when reviewing the HPRP applications and help them decide who to provide the letter of support.

The next Steering Committee conference call meeting has been re-scheduled from July 7th to Tuesday, July 21st from 10:30 to 11:30 AM.
Participants will receive a reminder email a few days before with the call-in number and PowerPoint presentation. We hope to discuss the pre-applications for the HUD application, performance results, and the HPRP Request for Applications (RFA).
Dates for Steering Committee meetings are always posted online on the NCCEH calendar.

Each year, the BoS CoC must evaluate and rank projects that are submitted for funding from the CoC competitive process. This scorecard was developed by the BoS Scorecard Committee and will be used by the BoS Ranking Committee to rank projects in the fall when we complete the CoC NOFA application. The 2009 Scorecard is now available online.
The BoS Steering Committee approved this scorecard on May 5, 2009. The Steering Committee may decide to make changes to the scorecard once the 2009 Super NOFA is published later this year.
This document can help potential applicants understand what must be in place in order for a project to be competitive and considered for funding. If you’re interested in receiving BoS funds, be sure to read the scorecard carefully. If you have any questions, contact Jennifer Olson at DHHS.
