BoS Application Instructions

NCCEH has created a list of instructions for everyone who is applying for funding this year.  The list is posted on the BoS Grantees page on our website.

Some supporting documents will be due to NCCEH by Monday, September 13:

  • Organization’s budget, auditor’s letter, and/or financial statements
  • Most recent APR
  • Documentation of match
  • New Projects only: Documentation of leverage and documentation of Board of Directors
  • New Transitional Housing Projects only: Justification statement explaining why transitional is preferable to permanent housing

Regional Committee Project Approval Form

New this year, Regional Committees need to approve and rank all CoC project applications from their counties before they can be entered into esnaps.  NCCEH has created a Project Approval Form for committees to fill out listing all approved and ranked applications.

The due date for the Project Approval Form will be announced after HUD announces the 2009 New Project funding – stay tuned for updates!


Revised Pre-Applications Due July 9th

All applicants who turned in a pre-application should have received feedback from Nancy Hunter with recommended changes.  Revised drafts of the pre-apps including these changes are due to NCCEH by Friday, July 9th.


Pre-Applications & QPRs due today

June 4, 2010

Any agency that plans to apply for new or renewal funding in the 2010 CoC competition must submit a pre-application by 5 pm today, Friday, June 4.  The only exception is for agencies that submitted a new project in 2009 and plan to re-submit the same application in 2010 if it’s not funded.

Quarterly Progress Reports (QPRs) are also due by the end of the day from all current grantees.

The pre-app and QPR forms can be downloaded from the NCCEH website at www.ncceh.org/bosgrantees/.


Point-in-Time Count Forms Due 2/3/10

We hope that all Balance of State communities had a successful Point-in-Time Count!  The forms to report your numbers are due to NCCEH by 5 pm on Wednesday, February 3.

Renewal Awards Announced

The 2009 Homeless Assistance Grant awards for renewal projects were announced on December 23, 2009.  The full list of North Carolina agencies that received renewal grants is posted on the NCCEH website.  Congratulations to all recipients, and thank you for your hard work!

Awards for new projects will be announced in the upcoming months – stay tuned for updates.


2009 CoC Application Submitted!

This year’s application for the HUD Continuum of Care Competition has been submitted. A pdf of the Exhibit One is now posted on the NCCEH website.

This year’s application was for $6,730,066 for permanent & transitional housing. This included $2,225,377 for renewal projects and $4,479,689 for new projects! Renewal awards will be announced within the next 60 days.

Many thanks to all of you for submitting information, writing exhibit two project applications, and working year-round to serve homeless individuals and families in the 79 Balance of State Counties!

Our next Steering Committee meeting will be at 10:30am on Tuesday, December 1st.

Steering Committee Meeting 11/13

The next Steering Committee meeting will be Friday, November 13 at 10:30 AM.  We will be discussing the final list of applications to be submitted for HUD CoC funding.  Please mark your calendars!


CoC Application Requirements

Reminder for applicants:

All applications for this year’s CoC funding cycle must be received by NCCEH by 5 pm Monday, October 19.

Applications must include:

  • A PDF file of your Exhibit 2 application from eSNAPS.  (If eSNAPS won’t let you log in or access your application, please email the HUDHRE Help Desk and email NCCEH so that we have a record of any delays you faced.)
  • A signed letter from an authorized official stating that the agency has had an audit and summarizing any findings.  (If the agency doesn’t have an audit, submit a copy of the annual financial statements, including profit/loss statement and budget, from the last fiscal year.)
  • If your community has a local Consolidated Plan, you must also include a signed Con Plan certification.  If your community is part of the State Consolidated Plan, you do NOT have to submit this form.
  • Renewing projects must submit their project’s most recent APR.  New projects must submit the most recent APRs from any other existing projects that their agency operates.
  • New projects must also include signed leverage letters.  Please be sure to submit letters related to the following programs, if funding for them exists in your area: HUD’s Neighborhood Stabilization Program (NSP), HUD-VASH (Veteran’s Housing), and any HUD- managed American Recovery and Reinvestment Act (ARRA) programs, including Community Development Block Grant Recovery (CDBG-R), Tax-Credit Assistance Program (TCAP), Homelessness Prevention and Rapid Re-Housing Program (HPRP), and NSP-2.

Consolidated Plan Certification

We’ve posted the Consolidated Plan Certification form (HUD-2991) on the NCCEH website.  All applicants whose communities have local consolidated plans must submit this signed form with their project applications (due October 19).

Applicants whose communities are part of the State Consolidated Plan do not have to submit this form.
